Artificial Intelligence Assistants Deliver ‘Misleading and Partial’ Voting Advice, States Netherlands Regulator

AI chatbots are proving to be “inaccurate and evidently prejudiced” when providing election recommendations, the Dutch data protection authority (AP) has reported, raising alarms about a possible risk to democracy just eight days before national elections.

Testing Reveals Repeated Partiality in AI Suggestions

The four chatbots tested by the AP “often end up with the same two parties”, irrespective of the voter’s inquiry or input, the regulator noted in a report published ahead of the late October vote.

For over 50% of instances, the chatbot suggested either the right-wing PVV of Geert Wilders or the progressive GroenLinks-PvdA led by the former European Commission vice-president Frans Timmermans.

Certain groups, such as the moderate CDA, “are rarely ever cited”, even when the user’s input exactly matches the stances of these parties, the study pointed out.

Official Warns Against Using AI Chatbots for Voting Guidance

The deputy head of the data protection agency, the official Monique Verdier, stated that while AI assistants appear to be smart resources, “as a voting aid, they consistently fail”. Citizens were being steered toward a political group that did not necessarily align with their political views, she emphasized.

“This immediately affects a fundamental pillar of democracy: the honesty of open and just votes,” Verdier stated. “We therefore warn against using AI chatbots for voting advice, as their operation is unclear and difficult to verify.”

Election Context and Party Dynamics

Netherlands citizens vote on October 29 in an electoral contest that will be closely watched around Europe for the performance of the PVV.

The far-right party of Wilders is leading the polls but the gap to the GroenLinks-PvdA and CDA seems to be closing, with many voters yet to make up their minds.

All major parties have ruled out an alliance with the Freedom party, implying the party that comes second is highly probable to supply the future head of government.

Inadvertent Prejudice Linked to Chatbot Functioning

The AP emphasised that the AI systems were not intentionally prejudiced, and that their “identified shortcomings” are a consequence of the way AI chatbots operate.
